This individual has bottom-line responsibility for RILIS, a complex, region-wide integrated wide area network, and the largest clinical laboratory system of its type in the world. The complexity of the system and the coordination of the resources necessary to support RILIS make this position essential. The position has both regional and inter-regional responsibilities.
Essential Responsibilities:
- Creates and manages the multi-million dollar RILIS budget as well as the direction of the RILIS staff, managers and supervisors.
- Leads and directs in ways that will constantly improve service, focusing on patient satisfaction, while working on methods to reduce system expenses, focusing on overall PM/PM. Directs and works with RILIS staff and other Kaiser and non-Kaiser groups and organizations to reduce the expense of meeting regulatory compliance by creating standard processes across all of KPNCR.
- Works to create instrument, protocol, information, and standard consistency across KPNCR in order to make information more understandable, more immediate, and more standardized.
- Serves as a liaison at a regional level between RILIS and all other activities that utilize laboratory data, either directly or indirectly. Serves also as a liaison with other regions regarding laboratory information system concerns, convergence, or information sharing. Focuses on methods of securing a completely electronic record across all regions.
- Serves as the Network Manager for technical issues regarding the WAN, CIS, Systems Routing, Connectivity and Communications Protocols, Hardware upgrades and specifications, and any other technical issue involved with the management of the RILIS Clinical Information System.
- Works with the KPNCR laboratory managers and pathologists, and other laboratory advisory committees to set the agenda and direction for RILIS including enhancements to the current software and hardware platform.
- Serves these various committees as a consultant, facilitator, advisor, or delegated as required. Works with others to provide efficient models for the gathering of clinical laboratory information, at the regional and inter-regional level, making that information available within the constraints of both the legal and ethical issues involved.
- Kaiser Permanente conducts compensation reviews of positions on a routine basis. At any time, Kaiser Permanente reserves the right to reevaluate and change job descriptions, or to change such positions from salaried to hourly pay status. Such changes are generally implemented only after notice is given to affected employees.
- Minimum ten (10) years of experience as a clinical laboratory scientist in all departments of a medium to large clinical laboratory.
- Minimum three (3) years of experience managing a large scale clinical laboratory information system.
- Bachelors degree in a life science OR four (4) years of experience in a directly related field.
- High School Diploma or General Education Development (GED) required.
- Clinical Laboratory Scientist License (California)
- Substantial knowledge in chemistry, biology, blood bank, and microbiology skills necessary to satisfy the State of Californias description of a Clinical Laboratory Scientist; of regulatory issues including State, Federal, AABB, CLIA and The Joint Commission.
- Proficient in PCs and wide area network and telecommunications issues.
- Demonstrable management skills.
- Must be able to work in a Labor/Management Partnership environment.
- Previous experience in strategic planning and organizational development preferred.
- Masters degree.
