Reporting to the EVP, Chief Health Officer, this position is responsible for leading operational initiatives that address upstream factors of health for our members and communities in alignment with the overall vision, strategy and goals of the organization. This role is responsible for setting and executing the enterprise-wide strategic vison and goals for the Community and Social Heath portfolios. This role is further responsible for influencing, developing and implementing, in collaboration with government program leads, robust product offerings that are inclusive of solutions that address social factors of health for our members. This position is accountable for the strategic and operational planning for the enterprise-wide execution of Kaiser Permanente’s Social and Community Health efforts. The role will provide strategic direction and oversee the operational activities to implement initiatives that impact the upstream factors of health for the organizations over 12 million members and will provides strategic direction and oversees all activities related to the organization’s Community Health portfolio, currently over $3 billion annually. The role will also be accountable for and partner with government program executive leaders to deliver on other related health plan activities, inclusive of product design, regulatory reporting and filings, and targeted initiatives. This position will provide strategic direction and oversee the functions to ensure that both financial and human resources are deployed effectively and efficiently in order to accelerate, amplify, and scale value for our communities and members and in full alignment with KP’s mission and strategic priorities. This role ensures our community health and social health strategies, programs, communications, and initiatives are operationalized through effectively designed team roles, structures, practices, norms, culture, systems, budgets, shared services, program management, and evaluation, driving visibility and accountability to the data analytics, measures, and metrics that ensure maximum effectiveness and productivity of our strategies and operations. This position ensures the operational excellence of system-wide regulatory reporting, contracts, grant-making associated with KP’s Community Benefit program and other contracts, as well as all regulatory and health plan related activities aligned with community support of the organization’s government programs and other vulnerable populations. This position provides the leadership for the following teams: National Community Health; Market Community Health; National Community Strategy, Research and Policy; National Environmental Stewardship; National Social Health; Population Health Management Strategy and External Affairs; Population Health Management Operations; National Community and Social Health Operations; Strategic Initiatives and Policy Management. Community Health market leaders will have dual reporting/accountabilities to this role and the market Presidents.
Essential Responsibilities:
- Strategic Impact: Sets the strategic direction and vision, and oversees all activities related to the organization’s Community and Social Health portfolios. Leads and challenges the status quo identifying novel solutions to address the upstream factors of health that will improve the health of our communities and members through demonstrable impact and measurable outcomes. Accountable for leading and coordinating cross-functional and cross-departmental initiatives, inclusive of impact investing and environmental stewardship. Leads teams to accelerate execution and achieve outcomes while ensuring operational excellence. Integrates program-wide strategies, goals, and planning into region and system-wide planning, ensuring appropriate shared accountability with all key stakeholders across the markets and Program Office.
- This position provides active engagement in the government program strategy development (in coordination with Medicaid and Medicare leadership). This position also provides leadership and oversight to the:
- CalAIM strategies that intersect with Community Health (inclusive of incentive programs such as the School Based Health Incentive program, and in coordination with Medicaid leadership and the NCAL/SCAL markets)
- Thriving Schools program
- Operational Excellence: Responsible for the strategic direction and oversight of processes to ensure operational excellence in community benefit administration, financial reporting, regulatory reporting, and compliance. Provides strategic direction and oversight of shared service functions (inclusive of contracts, data, analytics, measurement, grants and community needs assessments) to ensure enterprise-wide alignment.
- Planning and Process Improvement: Lead the operational planning process and implement new programmatic strategic initiatives to support operational excellence. Develop, implement, manage and oversee short and longer-term initiatives that improve efficiencies and effectiveness and deliver on the organizations strategic goals. Identify new solutions and approaches to existing problems. Allocate resources to maintain the organizations existing agenda while accounting for new projects and programs. Institute a performance measurement process to track progress toward department and organizational goals.
- Governance and Oversight: Provide executive leadership and oversight to multiple internal and external governance and advisory groups.

This position has a target base salary of $364,500 to $465,750 and is eligible for incentive compensation, an executive allowance, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable.
- Minimum twelve (12) years of progressive leadership experience.
- Minimum eight (8) years of experience in applying complex legal and regulatory principles in the areas of business; including contracts, reporting, grants, etc.

- Able to communicate complex subjects and issues clearly and quickly to a broad range of audiences and to tailor communications and presentations to meet the audience needs.
- Comfort working in a highly complex organizational setting with a wide range of needs and interests of stakeholders.
- Master-s degree in Health Administration, business administration, management, or similar field preferred.
