The Service Area Manager (SAM) within each service area manages Mental Health staff or Addiction Medicine staff, including all clinical roles (ACs), prescriber or medical staff operational needs, coordination with RN and MA roles/responsibilities, manages daily operations and coordinates regional services per assigned coverage duties and department alignment. Participates with and assists the Mental Health or Addiction Medicine Regional Director, and Leadership Team, and the Chief of the Mental Health Department or Addiction Medicine Department in Program Development, Strategic Planning, and Operations leadership as per assigned department alignment. Partners with the Medical Director to facilitate successful team functioning in their respective service area. Provides high quality MH or AD clinical services to Kaiser Permanente members in a cost-effective manner and in accordance with accepted professional practice standards. Coordinates space needs and coordination of supports for ADDM and MH with local ADA and DA for the service area they manage.
- Deliver high quality clinical services, care coordination or supervision to MH or ADDM patients. Assist with urgent, post hospital, access issues or other member issues as needed. Provide consultation regarding clinical care to intra and interdepartmental colleagues. Provide and oversee that all care provided is within regional, departmental and professional standards for care. Maintains current knowledge in best practices in the management of behavioral health.
- Assume managerial responsibility of the geographical (Salem Area, Washington Area, Westside Area Eastside Area, Central Service Area) and specialty (e.g. Group programming, Solutions, Case Management, Child Program, IOP, or other) teams within the department as assigned in accordance with shared leadership responsibilities. This includes direct supervision of HP staff, evaluation of performance, development of training plans, resolution of team problems, scheduling to meet department and regional standards. Utilize Human Resource disciplinary process as needed. Coordinate with Regional leadership and other Service Area leaders to maintain and coordinate standardized approaches. Support UBT activities.
- Coordinate and support liaison and coordination of service area needs for Mental Health Department and Addiction Medicine including organizing and developing space planning, administrative supports, local service supports (e.g. registration, labs, scheduling). Oversee daily operations of and coordination of services within service area; including schedules, absences, vacation, other staffing or incident management as needed.
- Monitors and manages compliance to clinical standards, access standards, productivity standards and policies developed by the department leadership. Manages unit operations in partnership with the Leadership Team. Coordinates interdepartmental services within assigned service area. Coordinates with other department managers to ensure consistency of care. Coordinates with each Primary Care DA/ADAs. Monitors data collection. Monitors staff and clinic outcomes in collaboration with operational leadership and Permanente leadership. Assists in tracking patient care information as required by regulatory agencies and assists QM in audits and QM initiatives. Ensures appropriate documentation of all care in patients permanent medical record in accordance with accepted medical/legal standards (completes audits as necessary per quality committee expectations). Addresses member concerns and resolves complaints.
- Minimum five (5) years of clinical experience
- Minimum three (3) years of supervision of professional staff
- Minimum three (3) years of team or program management experience
- Minimum two (2) years of experience working in integrated healthcare setting or integrated health insurance organization
- Masters degree in mental health field or higher.
- This job requires credentials from multiple states. Credentials from the primary work state are required at hire. Additional Credentials from the secondary work state(s) are required post hire.
- Licensed Marriage and Family Therapist (Oregon) within 12 months of hire OR Psychologist License (Oregon) within 12 months of hire OR Professional Counselor License (Oregon) within 12 months of hire OR Licensed Clinical Social Worker (Oregon) within 12 months of hire
- Licensed Independent Clinical Social Worker (Washington) within 12 months of hire OR Licensed Advanced Social Worker License (Washington) within 12 months of hire OR Licensed Marriage and Family Therapist (Washington) within 12 months of hire OR Mental Health Counselor License (Washington) within 12 months of hire OR Psychologist License (Washington) within 12 months of hire
- National Provider Identifier required at hire
- Thorough knowledge of major Mental Health therapeutic modalities or Addiction Medicine modalities (in alignment with department assignment). Thorough and working knowledge of integrated medical and psychotherapy care of patients. Thorough and working knowledge of clinical supervision. Thorough and working knowledge of organizational development, quality management technology, continuous quality improvement methods, and professional standards regarding confidentiality and ethical behavior.
- Ability to access and provide diagnostic skills for diverse clinical population. Provide direct clinical care utilizing various modalities of treatment (i.e. individual, couple, family, group therapy). Manage a large volume of patients.
- Demonstrate ability in leadership, supervision and team building. Strong communication and problem solving skills
- Required ability to travel between multiple sites
- Minimum six (6) years of clinical experience
- Ph.D in mental health field.
