Job Summary:

Develops and revises processes related to employee payments, reclamation, and garnishment orders by reviewing payroll procedures to identify areas of improvement for accuracy and efficiency in the preparation, distribution, and collection of employee payments, reclamation, and garnishment orders. Reviews complex and nonroutine data uploads. Addresses employee inquiries and internal reporting efforts by consulting with departments to develop new procedures and systems to improve payroll information sharing. Oversees adherence of best practices, tax regulations, union contracts, and regulation authorities to ensure compliance across payroll.

Essential Responsibilities:


  • Creates and advocates for developmental opportunities for others; builds collaborative, cross-functional relationships. Oversees implementation, adapts, and stays up to date with organizational change, challenges, feedback, best practices, processes, and industry trends; shares best practices within and across teams. Fosters open dialogue amongst team members, engages, motivates, and promotes collaboration within and across teams; motivates teams to meet business objectives. Delegates tasks and decisions as appropriate; provides appropriate support, guidance and scope; encourages development and consideration of options in decision making; fosters access to stakeholders.

  • Manages designated units or teams by translating business plans into tactical action items; oversees the completion of work assignments and identifies opportunities for improvement; ensures all policies and procedures are followed; partners with key stakeholders and business leaders to ensure products and / or services meet requirements and expectations while aligning with departmental strategies. Aligns team efforts; builds accountability for and measuring progress in achieving results; assumes responsibility for decision making; fosters direct reports to resolve escalated issues as appropriate. Communicates goals and objectives; incorporates resources, costs, and forecasts into team and unit plans; ensures matrixed resources are fulfilling service or performance requirements across reporting lines. Removes obstacles that impact performance; identifies and addresses improvement opportunities; guides performance and develops contingency plans accordingly; influences teams and units to operate in alignment with operational and business objectives.

  • Develops and revises processes related to employee payments, reclamation, and garnishment orders by: reviewing Payroll procedures to identify areas of improvement for accuracy and efficiency in the preparation, distribution, and collection of employee payments, reclamation, and garnishment orders; analyzing and interpreting trends in in employee payment reclamation and garnishment orders to forecast potential problems, including final sign off on authorization of payments to third party feeds (e.g., deductions, taxes withheld); and developing initiatives to improve workflows/procedures with Human Resources and Finance/Accounting on procedures related to pay reclamation and garnishment orders.

  • Supports or leverages payroll data processing by: analyzing and interpreting reports to improve the accuracy and efficiency of data entry and management of key potential issues (e.g., timesheets, employee hourly rates, earned time off); reviewing data adjustments performed by the team; reviewing complex and nonroutine data uploads; providing guidance to resolve issues related to adjustments and employee data; and developing policies and procedures to improve the workflow between departments to reduce discrepancies between departments.

  • Addresses employee inquires and internal reporting efforts by: consulting with departments to develop new procedures and systems to improve payroll information sharing; providing oversight and responding to complex inquiries regarding pay discrepancies, earned time off, basic tax analysis, and others raised by directors; providing oversight for team to ensure they receive and respond as needed with other departments such as HR and benefits to obtain information through inquiries and process it; analyzing and interpreting complex reports requested by leadership, and requesting the development of new report templates; and interpreting trends and patterns within Payroll data to departments to remedy company policy violations.

  • Oversees adherence of best practices, tax regulations, union contracts, and regulation authorities to ensure compliance by: monitoring current and potential changes in regulations and developing improvements to ensure continued compliance of current and future polices and procedures; representing Payroll in departments and projects to provide advice and ensure compliance with regulation authorities; and coordinating the process for submitting information to regulating authorities, reviewing and resolving issues, and collaborating as needed with authorities.

Minimum Qualifications:


  • Minimum one (1) year of experience managing operational or project budgets.

  • Minimum five (5) years of experience in a leadership role with or without direct reports.

  • Bachelors Degree in Payroll, Accounting, Finance, Economics, or related field AND minimum eight (8) years of experience in payroll or directly related field OR Minimum eleven (11) years of experience in payroll, or a directly related field.

Preferred Qualifications:
  • Five (5) years of experience working with Human Resources (HR) data in a major HR Enterprise Reporting Platform (ERP) (e.g., SAP, PeopleSoft, HCM, etc.).
  • Four (4) years of audit or accounting firm experience.
