The Chief Operating Officer for the Northwest Region (COO) works within the overall context of regional and national strategies to ensure that Kaiser Permanente is the market leader in the delivery of healthcare services. The key determinate of market leadership is KPs value compass or: quality, affordability, service and best place to work. The COO is a key contributor developing the regional strategy. Leading the creation of operating and tactical plans related to regional targets achieving key regional goals and market leadership. In conjunction with these regional processes, the COO will lead in the development of annual operating plans with cascade goals throughout the clinical and support areas. A key driver of local market success is the ability of the COO to partner with the Northwest Permanente Medical Group (NWP), and labor via the labor management partnership. The local market is the focus of efforts to improve member services and directly impacts economic viability and market sustainability. The COO must work closely with NWP and labor to establish mutual performance expectations that focus on the member and add value. These expectations will be based on local competitive benchmarks and targeted for market-leading performance. These competitive performance expectations will drive the tactics and requirements of a broad scope of operational services focused on the effective, efficient delivery of outstanding care and service and motivating KP employees. The COO also is charged with assessing local market competitive intelligence then utilizing this information so that key opportunities are realized.
- Builds partnership between health plan and the Northwest Permanente Medical Group leadership in the interest of advancing the advantages and value of the KPNW business model. Also serves as a key leader in the regions emerging model of medical/dental integration.
- Ensures the integration of clinical, quality, service and efficiency improvements into day-to-day operations. Leverages new and existing technologies to improve clinical care and secure efficiencies.
- Ensures high levels of customer satisfaction and member retention by investing in, structuring, and directing medical operations to meet customer needs and reinforcing a culture of excellence in customer service.
- Ensures the delivery of high-quality, integrated clinical patient care and the effective use of resources by building strong, performance-based relationships with NWP and labor. Leverages the commitment of distinctive performance as the LMP unit-based team design evolves in the Northwest region.
- Maintains a fiscally sound, market-leading operating environment that promotes competitive delivery models, generates member value and provides outstanding care to a growing Kaiser Permanente membership.
- Ensures effective execution of business strategies by aligning human resource strategies with business requirements to drive high performance. Key is the creation of organizational design, articulation/delegation of duties and responsibilities, and development of strong leadership teams.
- Ensures the successful execution of the Labor Management Partnership (LMP) throughout the organization to provide a distinctive performance advantage. Achieves key LMP goals and model, and ensures the demonstration of effective partnership behaviors throughout the organization.
- Ensures labor participation in appropriate decision-making forums and committees.
- Participates in regional and national committees as appropriate and directed to by the Regional President (RP).
- Consistently supports compliance and the Principles of Responsibility (Kaiser Permanentes code of conduct) by maintaining the privacy and confidentiality of information, protecting and adhering to applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanentes policies and procedures.
- A minimum of ten (10) years of experience in a senior operational leadership role in the managed care industry and/or in integrated delivery systems.
- A graduate degree in business administration, health care administration or a clinical related field is required (MBA, MPH, MSN, etc.)

- Experience working with organized labor and handling union negotiations required.
- Experience developing performance metrics and maintaining accountability in key areas of member satisfaction, quality improvement, finance and delivery system performance.
- A seasoned, mature healthcare leader who has had responsibility for the oversight of an organization of comparable scale.
