Description:
Job Summary:

This senior individual contributor is primarily responsible for leading strategic data-informed decisions, leading the data sourcing strategy, and leading interpretation of data analyses.

The position leads analytic product support efforts, leads access, data delivery, and data system changes, and leads maintenance of data quality to standard.

Essential Responsibilities:

  • Drives the execution of multiple work streams by identifying customer and operational needs; developing and updating new procedures and policies; gaining cross-functional support for objectives and priorities; translating business strategy into actionable business requirements; obtaining and distributing resources; setting standards and measuring progress; removing obstacles that impact performance; guiding performance and developing contingency plans accordingly; solving highly complex issues; and influencing the completion of project tasks by others.

  • Leads analytic product support efforts by organizing and participating in large and/or complex testing design, execution, and peer code reviews; triaging and prioritizing data system changes or modifications; and developing common business rules.

  • Leads access, data delivery, and data system changes by defining and managing data control business processes for multiple data domains or elements to achieve system integrity and consistency; assessing and maintaining strategies that reduce data redundancies and increase data consistency; establishing policies and procedures; creating and maintaining data reference materials; and ensuring data security protocols and standards are followed.

  • Leads maintenance of data quality to standard by defining data elements; establishing policies and procedures related to the collection and accuracy of data; monitoring and tracking ongoing data quality levels; providing guidance on user acceptance testing on data systems; partnering to identify database maintenance enhancements; profiling data inaccuracies; and driving the implementation of process improvements or system changes to enhance overall quality of the data.

  • Leads interpretation of data analyses by applying findings to contextual settings; and leading the development of insights, reports, and presentations telling a compelling story to stakeholders to enable and influence decision making.

  • Leads the data sourcing strategy by establishing a means to identify and represent content; working with business stakeholders, data visualization specialists and/or data scientists to determine analytics data consumption mechanisms; determining optimal data storage lifecycle; ensuring data are packaged in a way to be reused and shared; developing and ensuring adherence to data rules and access guidelines; determining best strategy for combining data residing in disparate systems into a unified, consistent data view; recommending optimal approaches based on analytics requirements; establishing, managing, and communicating information policies and mechanisms for effective data usage; and ensuring the data strategy is aligned with and informed by the analytic strategy.

  • Leads strategic data-informed decisions by partnering with senior-level clients and executive leadership to identify and clarify key business needs; providing guidance on the development of outcomes and process measures; translating business requirements; determining data and information needs; reviewing data collection methods; leading and guiding the development of complex analysis plans; consulting on analytic tool engagement; working with clients and staff to identify opportunities and methods to improve efficiencies with data sourcing and access; and reviewing the documentation of processes and deliverables.
Minimum Qualifications:


  • Minimum five (5) years experience in a leadership role with or without direct reports.

  • Bachelors degree in Mathematics, Statistics, Computer Science, Engineering, Social/Physical/Life Science, Business, or related field and Minimum ten (10) years experience in data analytics or a directly related field, including at least 5 years as a data steward. Additional equivalent work experience in a directly related field may be substituted for the degree requirement.

  • Two (2) years experience delivering presentations to executive management.
  • Four (4) years experience working in a matrixed organization.
  • Two (2) years experience in transition or change management implementation.
  • Two (2) years experience in process improvement.
  • Three (3) years experience working with Excel.
  • Three (3) years experience working with Access.
  • Two (2) years health care experience.
  • Two (2) years experience working in the insurance industry.
  • Four (4) years project management experience.
  • Three (3) years experience working with cloud database services (e.g., Microsoft Azure).
  • Three (3) years experience working with Open Source Tools (e g , R, Python).
  • Accredited Process Improvement Certification.
  • Accredited Project Management Certification.
  • Master's degree in Mathematics, Statistics, Computer Science, Engineering, Social/Physical/Life Science, Business, or related field.
