Description:
The position is remote from CA, VA, MD, or Washington D.C only. Candidates must reside in one of these locations. 


Overview:  The Counsel II position is responsible for providing legal support for Medicare Advantage managed care plans; coordinating with colleagues in other legal practice groups to ensure seamless delivery of legal advice to an integrated care system; providing guidance on issues concerning the regulatory and operational matters of Medicare Advantage (e.g., government contracting, new product development and design, benefits, provider and administrative contractual relationships, marketing, coordination of benefits, beneficiary appeals, risk adjustment, financial and regulatory audits and filings, and regulatory enforcement matters).


Job Summary:

Provides counsel and advice on a wide range of health care-related matters and assesses legal risk impacting KP business and/or clinical operations, proposing solutions. Conducts legal research, interprets laws and rules, and regulations, and analyzes judicial decisions by applying advanced and in-depth knowledge of legal principles. Preparing, drafting, creating, and reviewing training materials, reviewing and providing in-depth provides actionable feedback to clients and other legal professionals.



Essential Responsibilities:

  • Conducts or oversees business-specific projects by applying deep expertise in subject area; promotes adherence to all procedures and policies. Develops work plans to meet business priorities and deadlines; coordinates and delegates resources to accomplish organizational goals. Recognizes and capitalizes on improvement opportunities; evaluates recommendations made; influences the completion of project tasks by others.

  • Participates in the creation and review of legal documents by: preparing, drafting, creating, and reviewing training materials, complex written legal advice, contracts, policies and procedures, and other documents, as needed; and reviewing and providing in-depth actionable guidance to clients and other legal professionals (e.g., paralegals, and legal assistants).

  • Performs and analyzes legal research by: leveraging in-depth and advanced knowledge to interpret and review legal documents (e.g., contracts, memoranda, and policies); analyzing judicial decisions as well as statutory/regulatory authority; addressing complex research issues including but not limited to federal and state laws, rules, and regulations, accreditation standards, and/or other applicable guidance; escalating highly complex research issues to other senior-level attorneys as needed; and identifying patterns and trends impacting legal questions or issues and communicating legal research findings, and legal analysis to senior counsel and business stakeholders, escalating complex research issues to other senior-level attorneys as needed.

  • Assesses legal risk and/or provides legal guidance by: applying advanced and in-depth knowledge of legal principles, business risks, regulatory landscape, and compliance considerations that have a significant impact on the organization; proposing solutions that mitigate legal risks, drive business strategy, and facilitate cost efficiencies; providing legal advice, risk assessments, and/or case recommendations to senior level attorneys and or business leadership; consulting, managing, and overseeing outside counsel on legal matters; and providing guidance to paralegals and other legal professionals.

  • Contributes to legal planning and strategy by: identifying and providing strategic solutions to complex issues, escalating highly complex legal issues as needed; and guiding the creation of product, network, business, and/or clinical strategies as well as supporting responses to regulatory actions (e.g., audits and enforcement actions),with review by more senior-level attorneys.

Minimum Qualifications:

  • Juris Doctorate (JD) or equivalent (e.g., Legum Baccalaureus [LLBs], Legum Magister [LLMs], and Postgraduate Certificate in Laws [PCLLs]) AND minimum five (5) years of related legal experience as an attorney.
  • Minimum one (1) year of experience in a leadership role (e.g., leading projects, significant matters, and/or workstreams) with or without direct reports.


  • State Bar License (in location where applicable) OR Registered In House Counsel (from any State where KP does business)

The successful candidate will have a working knowledge of Medicare Advantage plans and associated regulatory requirements. Experience advising complex organizations with interaction between multiple legal entities.
