Job Summary:

This position provides strategic direction and oversees all activities related to the organization’s Community Health (CH) strategic initiatives that include work to address social determinants of health, access to care and public health collaboratives, as well as other initiatives that work to address and improve the conditions of health in our communities. The position is responsible for the strategic alignment across the organization’s community health Common Areas of Focus, operational oversight, effectiveness, continuous improvement, and efficiency across Kaiser Permanente’s National Community Health portfolio. This role will also lead a range of social determinant of health, charitable program, and programmatic support and advocacy efforts to advance community health. This position will ensure that both financial and human resources are deployed effectively and efficiently in order to accelerate, amplify, and scale value for our communities and members and in full alignment with of KP’s mission and strategic priorities. This role ensures our community health strategy, programs, communications, and initiatives are operationalized through effectively designed team roles, structures, practices, norms, culture, systems, budgets, shared services, program management, and evaluation, driving visibility and accountability to the data analytics, measures, and metrics that ensure maximum effectiveness and productivity of our Community Health strategy and operations.  This position ensures the operational excellence of system-wide regulatory reporting, contracts, grant-making associated with KP’s Community Benefit program and other Community Health contracts, as well as all regulatory and health plan related activities. This position provides the leadership for the following teams: Program management, including all key strategic Community Health programs, evaluations, and charitable contributions. This position leads core initiatives: shared service accountabilities, work to support Housing for Health, Economic Opportunity, Thriving Schools, MFA/Charity Care, Equity Investments, and other common areas of focus. Leads enterprise-wide alignment across all markets. Community Health market leaders will have dual reporting/accountabilities to this role and the market.  This position will be accountable for the operational planning and execution of the CH function, and Community Support programs.  The incumbent will deliver services and expertise to all internal and external business partners and clients and executes on the organization’s strategic initiatives.



Essential Responsibilities:


  • Provides strategic direction and oversees all activities related to the organization’s Community Health strategic initiatives

  • Integrates KP Common Areas of Focus, and other program-wide CH strategies, goals, and planning into region and system-wide planning, ensuring appropriate shared accountability with all key stakeholders across the markets and Program Office

  • Leads the Market leaders, and programmatic leaders to accelerate execution and achieve outcomes while ensuring operational excellence

  • Ensures system-wide strategic alignment and operational excellence community benefit administration, reporting, and compliance

  • Partners with CH leadership to set and execute the strategy, priorities, and common initiatives as an active member of the Community Health Leadership team

  • Provides Leadership and Oversight of Shared Services, that provide support across the system-wide Community Health organization, including:

    • Regulatory Reporting

    • Community Health Needs Assessment (CHNA)

    • Data, analytics, measurement, and continuous improvement 



  • With accountability to the VP, Community Health and in collaboration with the VP, Strategic Customer Engagement, this position also provides co-leadership and oversight to the:

    • Thriving Schools program

    • School Based Health Incentive (SBHIP) program



  • Develops, coordinates, and leads a multi-disciplinary team 


This position has a target base salary of $265,500 to $330,000 and is eligible for incentive compensation, an executive allowance, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable.

Basic Qualifications:
Experience

  • Minimum ten (10) years of progressive leadership experience.
  • Minimum five (5) years of experience in health plan or health care operational leadership roles, applying complex legal and regulatory principles in the areas of business; including contracts, reporting, grants, etc.
  • Minimum five (5) years of experience and understanding of care delivery, care management and social issues affecting health and care delivery for low-income and other vulnerable populations.
Education

  • Bachelors degree in healthcare, public health, public administration, business management or other related fields.
License, Certification, Registration

  • Able to communicate complex subjects and issues clearly and quickly to a broad range of audiences and to tailor communications and presentations to meet the audience needs.
  • Comfort working in a highly complex organizational setting with a wide range of needs and interests of stakeholders.
Preferred Qualifications:

  • Master-s degree in Health Administration, public health, business administration, management, or similar field preferred
