Job Summary:

The person filling this role is an influential leader with internal and external constituents and supports the Executive Leadership Team’s decision-making and advocacy regarding National Health Plan. She/he provides leadership and deep analytical expertise. The incumbent ensures that the functions, systems, and processes for National Health Plan are integrated and coordinated with continual enhancements.  The National Health Plan Finance Leader contributes to a strong control environment and champions continuous process improvement. The incumbent ensures controls are in place to support revenues, regulatory requirements, various audits, strategic plans, and excellent financial analytics. This requires influence and strong change management skills to gain buy-in from different constituencies. This position consistently supports compliance and the Principles of Responsibility (Kaiser Permanentes Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to the applicable federal, state and local laws and regulations, accreditation and licensure requirements (if applicable), and Kaiser Permanentes policies and procedures.



Essential Responsibilities:


  • Provides overall financial leadership in support of the National Health Plan and Finance leadership teams.

  • Partners with the National Health Plan leadership to develop strategies that align with growth strategies, enhance financial performance, ensure compliance, and enhance member satisfaction for the commercial and individual lines of business.

  • Is a critical financial and strategic thought partner in collaboration with members of the National Executive Team, the National Health Plan Team, Market leaders, and the Finance Executive Leadership Team to optimize processes and performance.

  • Presents analysis and modeling data in a way that supports critical decision making to inform and influence key organizational initiatives and line of business strategies. 

  • Ability to understand and assess complex market conditions and develop recommendations to respond to risks or opportunities.

  • Oversees all aspects of financial management for the commercial and individual lines of business including the development of information and analysis on key financial and operational data.

  • Ensures compliance with regulatory, administrative, and legal requirements by providing leadership, strong technical expertise, and extensive use of analytics to enhance on-going oversight and due diligence.

  • Establishes appropriate internal controls to support SOX and Model Audit Rule requirements across the National Health Plan.

  • Stays abreast of industry trends, the evolving regulatory environment, and internal operational changes to assess risks and opportunities.

  • Represents National Health Plan and Finance with internal and external stakeholders, other Kaiser Permanente functions, vendors, and regulatory agencies.

  • Recruits, develops, and maintains a high performing, talented, and engaged team.

  • Champions innovation and change within Finance and National Health Plan


This position has a target base salary of $414,000 to $517,500 and is eligible for incentive compensation, an executive allowance, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable.

Basic Qualifications:
Experience

  • Minimum of fifteen (15) years of progressive financial leadership experience, including a minimum of five (5) years of executive management level experience working directly with senior leaders of a health insurance organization with extensive prior experience working with commercial and individual products.
Education

  • Bachelor-s degree in Finance or Accounting required.

Additional Requirements:

  • Experience that aligns with a strong understanding of the product strategies, including synergistic relationship with the actuarial and KP Insights team to drive actionable, strategic decisions around product strategy, and experience leveraging a medical economics perspective to drive margin improvement initiatives.
  • Extensive data analysis capabilities with demonstrated experience of applying analytics in support of strategic initiatives. Technically savvy with experience / familiarity with analytical tools to support keen oversight of results and forecasts.
  • Demonstrated product experience in both the commercial and individual products to effectively create and/or assess opportunities in both areas.
  • Demonstrated track record of developing and leading high performing teams.
  • Demonstrated track record in providing financial leadership in a large, complex business, serving as a strategic business partner to the senior team.
  • Experience implementing financial controls and reporting systems to improve management capabilities and results.
  • Experience managing a broad range of financial and organizational issues, such as organizational redesign, improving internal controls, and change management.
  • Demonstrated political savvy to operate in politically complex situations and remain effective.
  • Demonstrated track record of leveraging information technology strategies for financial transaction and decision support systems.
  • Ability to consistently demonstrate integrity, prudence, high energy, initiative, and self-confidence.
  • Dedication to maintaining and building an inclusive culture and values aligned with principles of diversity.
Preferred Qualifications:

  • Masters degree with a CPA, MBA, or equivalent work experience is preferred.
  • Combination of health plan and health care delivery system finance experience preferred.
  • Decisiveness, action-orientation, personal integrity, leadership capability to persevere in difficult situations, and a focus on strategic leadership issues highly desired.
