Description:

The Permanente Federation LLC (the Federation) is the national leadership and consulting organization for the eight Permanente Medical Groups (PMGs), which, together with the Kaiser Foundation Health Plans (KFHP) and Kaiser Foundation Hospitals (KFH), comprise Kaiser Permanente. The PMGs employ almost 23,000 physicians, approximately 90,000 nurses, other clinicians and staff, and provide care to over 12.2 million Kaiser Permanente members. The Federation works on behalf of the PMGs to optimize care delivery and advance Permanente Medicine – medicine that is patient centered, evidence based, technology enabled, culturally responsive, team delivered, and physician led. The Federation, based in Oakland, California, is dedicated to serving and leading Permanente Medicine, the Permanente Medical Groups, and Kaiser Permanente in support of our patients and members.

SUMMARY: 


This managing level position is the business leader responsible for representing PMG interests in a variety of areas including care delivery investment governance, evaluation of care delivery capabilities, gaining alignment opportunities across markets, vendor/product evaluation input, and overall support for the CIO care delivery technology strategy. 


Essential Responsibilities:
• Directs the operations of multiple units and departments by identifying customer and operational needs.
analyzing resources, costs, and forecasts and incorporating them into business plans.
• Engages in strategic, crossfunctional business units to champion and drive support for business plans and priorities; translating business strategy into actionable business requirements.
• Obtains and distributes resources by setting standards and measuring progress; anticipates and removes obstacles that impact performance.
• Addresses performance gaps and implements contingency plans accordingly.
• Ensures products and/or services meet customer and client requirements and expectations while aligning with organizational strategies.
• Serves as a subject-matter expert and trusted source to executive leadership.
• Provides influence and consultation in the development of the larger organizational or business strategy.
• Models and drives continuous learning and maintains a highly skilled and engaged workforce by aligning crossfunctional resource plans with business objectives.
• Builds organizational capacity and develops high potential employees for growth opportunities and advancement.
• Stays current with industry trends, benchmarks, and best practices.
• Provides guidance and leadership when difficult decisions need to be made and ensures performance management guidelines and expectations align with and drive business objectives and results.
• Oversees the development of requirements, for process or system solutions spanning multiple business domains by consulting with stakeholders and directing IT teams.
• Directs the management of business requirements to meet business, functional, and non-functional requirements.
• Oversees and takes accountability for the solution design process by ensuring solutions are aligned with business strategies, operational work flow, and established budgets.

Basic Qualifications:
Experience
• Minimum ten (10) years experience in business operations, IT consulting, business analysis, or a related field.
• Minimum six (6) years management experience.
• Minimum five (5) years managing operating or capital budgets.
Education
• Bachelor's degree in Business Administration, CIS, Mathematics, or related field
License, Certification, Registration
• N/A


Additional Requirements:
• Additional equivalent work experience may be substituted for the degree requirement.
• Experience delivering and supporting care delivery information technology solutions in a KP Region required. 
• Experience managing the full system lifecycle for a technology initiative or program. In-depth understanding of the Comprehensive Delivery Framework (CDF) and Comprehensive Delivery Process (CDP).


Preferred Qualifications:
• Advanced degree in public health, or business, or technology preferred
• Five (5) years of executive with leadership
• Knowledge of Kaiser Permanente clinical workflows and systems
• Ability to work collaboratively across Kaiser Permanente entities
• Strong communication skills



TRAVEL & JOB LOCATION:


• Travel as required (approximately [10%] of time)
• Position is remote in nature

WORK ENVIRONMENT: 


General office environment: Work is generally sedentary in nature but may require standing and walking for up to 25% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
