The Permanente Federation LLC (the Federation) is the national leadership and consulting organization for the eight Permanente Medical Groups (PMGs), which, together with the Kaiser Foundation Health Plans (KFHP) and Kaiser Foundation Hospitals (KFH), comprise Kaiser Permanente. The PMGs employ nearly 24,000 physicians, approximately 90,000 nurses, other clinicians and staff, and provide care to over 12.6 million Kaiser Permanente members. The Federation works on behalf of the PMGs to optimize care delivery and advance Permanente Medicine – medicine that is patient centered, evidence based, technology enabled, culturally responsive, team delivered, and physician led. The Federation, based in Oakland, California, is dedicated to serving and leading Permanente Medicine, the Permanente Medical Groups, and Kaiser Permanente in support of our patients and members.

SUMMARY:
Manages multiple large-scale projects from initiation to close-out. Proactively monitors, identifies, and mitigates risks, issues, and trigger events within and across projects. Ensures the alignment, buy-in, engagement, and support of project stakeholders. Reviews vendor performance levels, ensures service level agreements are met, and participates in contract negotiations with vendors.
Essential Responsibilities:
• Manages multiple large-scale projects with responsibility and accountability for project outcomes from initiation to close-out, developing strategies for integrating medical terminology and coding practices into clinical workflows.
• Ensures compliance with relevant regulatory requirements (e.g., NCQA, CMS, HHS) and stay updated on emerging medical terminology and coding trends.
• Solve complex issues by applying deep subject matter expertise and establishing methods, techniques, and criteria for project success.
• Builds and maintains relationships with internal customers, third-party vendors, senior management, and business leaders, providing regular updates and addressing concerns or obstacles.
• Conduct thorough analyses of business processes and functional requirements.
• Develops complex project plans which include scope identification and management, schedule, inter-dependencies, and resource forecast.
• Monitors overall project performance (e.g., on time, on budget, within scope, and with quality) against plan, ensuring measurement of business benefits and outcomes, and adjusts as needed.
• Leads project activities related to organizational change management (e.g., development and execution of user adoption, implementation, and training plans) as defined by the project.
• Ensures all appropriate stakeholders are represented and included.
• Delivers formal presentations and provides reports to various senior audiences.
Basic Qualifications:
Experience
• Minimum of three (3) years’ experience in a leadership role with or without direct reports.
• Minimum of five (5) years in project management, IT consulting, or business analysis, or an equivalent field experience.
Education
• Bachelor's degree from an accredited college or university and a minimum of eight (8) years' experience in project management or a related field OR Eleven (11) years' experience in project management or a directly related field.
License, Certification, Registration
• N/A
Additional Requirements:
• Professional demeanor and demonstrated ability to work with C-suite executives and senior leaders
• Strong understanding of EPIC/KPHealthConnect systems.
• Familiarity with medical coding standards, including ICD-10, CPT, HCPCS, SNOMED, and LOINC, is highly desirable.
• Demonstrate excellent verbal and written communication skills to interface effectively with diverse teams.
TRAVEL & JOB LOCATION:
• Travel as required (approximately 5% of the time)
• Position will be remote with HQ in Oakland, CA.

WORK ENVIRONMENT:
General office environment: Work is generally sedentary in nature, but may require standing and walking for up to 25% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.

Preferred Qualifications:
• Experience with organizational change management and user adoption strategies.
• Minimum of four (4) years’ experience in business analysis.
• Three (3) years’ experience working with advanced Excel functions including formulas, pivot tables, vlookup, etc.
• Three (3) years data analytics experience.
• Three (3) years’ experience delivering presentations to senior management.
• Three (3) years medical center operations project management experience.
• Three (3) years health plan administration experience.
• Three (3) years’ experience working for a Program Management Office (PMO).
• Three (3) years’ experience working with project management software.
• Three (3) years’ experience working with collaboration software (e.g., Sharepoint, MS Teams, etc.).
• Three (3) years’ experience working with data analysis software (e.g., Minitab, QI Macros, Tableau, etc.).
• Active coding certification (e.g., CPC, CCS, COC).
• Project Management Professional (PMP) or equivalent project/program management certification.
• Lean/Six Sigma certification.
