Description:

The Permanente Federation LLC (the Federation) is the national leadership and consulting organization for the eight Permanente Medical Groups (PMGs), which, together with the Kaiser Foundation Health Plans (KFHP) and Kaiser Foundation Hospitals (KFH), comprise Kaiser Permanente. The PMGs employ almost 23,000 physicians, approximately 90,000 nurses, other clinicians and staff, and provide care to over 12.2 million Kaiser Permanente members. The Federation works on behalf of the PMGs to optimize care delivery and advance Permanente Medicine – medicine that is patient centered, evidence based, technology enabled, culturally responsive, team delivered, and physician led. The Federation, based in Oakland, California, is dedicated to serving and leading Permanente Medicine, the Permanente Medical Groups, and Kaiser Permanente in support of our patients and members.

SUMMARY:


The Executive Director, Products, Sales & Marketing at The Permanente Federation serves as the national liaison to KFHP’s National Health Plan with a focus on 1) providing Permanente input and clinical considerations to health plan products and benefits, 2) supporting sales and account management and marketing with physician leadership and clinical messages, and 3) providing essential direction and support to the Permanente Medical Group Liaisons for Health Plan Operations. This position oversees and manages the day-to-day relationships with key National Health Plan functions, ensures appropriate physician engagement, and advocates for Permanente Medicine with National Health Plan. The Executive Director also oversees appropriate communities of practice and promotes information sharing within and among The Federation and the Permanente Medical Groups (PMGs). 


Additionally, the Executive Director may oversee team(s) of consultants to ensure alignment, buy-in, and coordination of diverse stakeholders to drive the development and implementation of long-term business initiatives. Directs business strategy, organizational alignment, and prioritization of business initiatives. Drives the management of complex, cross-functional projects/programs and oversee the proactive monitoring and identification of client, project, program, and/or business risks.  Champions change management plans associated with business initiatives. Oversees team members in the assessment of strategic performance metrics to support business initiatives. Directs the work of project/program team members by overseeing the coordination of internal and/ or external resources.


Essential Responsibilities:

Acts as a thought leader on industry trends, benchmarks, and best practices; shares best practices within and across teams to drive improvement. Motivates and empowers teams; maintains a highly skilled and engaged workforce by aligning cross-functional resource plans with business objectives. Provides guidance when difficult decisions need to be made; creates opportunities for expanded scope of decision making and impact across teams.
• Oversees the operation of multiple units and/or departments by identifying member and operational needs; ensures the management of work assignment allocation and completion; translates business strategy into actionable business requirements; ensures products and / or services meet member requirements and expectations while aligning with organizational strategies. Engages strategic, cross-functional business units to champion and drive support for business plans and priorities; assumes responsibility for decision making; sets standards, measures progress, and ensures resolution of escalated issues. Sets and communicates goals and objectives; analyzes resources, costs, and forecasts and incorporates them into business plans; obtains and distributes resources. Anticipates and removes obstacles that impact performance; addresses performance gaps and implements contingency plans accordingly; ensures teams accomplish business objectives; serves as a subject-matter expert and trusted source to executive leadership; provides influence and consultation in the development of the larger organizational or business strategy.
• Oversees team(s) of consultants to ensure the alignment, buy-in, and coordination of diverse stakeholders to drive the implementation of strategic business initiatives and projects/programs across multiple functional tracks or complex workstreams by ensuring representation and inclusion of appropriate stakeholders; building rapport and partnerships with key stakeholder teams, third party vendors, and senior executive management; building partnerships with lead stakeholders to develop goals and set the prioritization of deliverables; overseeing the development of a menu of solutions for complex, competing, or ambiguous requests; guiding discussions regarding the involvement of business processes (e.g. change management, communication) and driving decisions necessary for the delivery of business initiatives; communicating and resolving tough issues with stakeholders while maintaining an independent perspective; and making formal presentations and providing reports to senior executive level audiences.
• Directs business strategy, organizational alignment, and prioritization of business initiatives by working closely with senior executives to guide the development, refinement, and articulation of the long-term business strategy; overseeing the development and evaluation of performance metrics, standards, and methods to establish business success; directing the development of strategic roadmaps for solution development and deployment; partnering with executive cross-functional stakeholders, often with competing/conflicting objectives to ensure cohesive and reachable metrics; reviewing and refining strategic plans and performance metrics as appropriate; and overseeing a portfolio of diverse and complex initiatives to ensure delivery of measurable results and alignment with strategic objectives. 
• Directs the work of project/program team members by overseeing the coordination of internal and/ or external resources based on the alignment of team member skills, project/program demands, and long-term organizational strategy; overseeing the delivery and promotion of the strategic vision and objectives to team members; and ensuring the delivery of performance feedback to team members' supervisors and leadership as appropriate.
• Directs and oversees team(s) of consultants in the development of requirements for large-scale, complex, or specialized business, process, or system solutions across business domain(s) by developing and leveraging partnerships with key stakeholders and cross-functional teams as appropriate; providing guidance in the use of multiple business requirements gathering methodologies to identify business, functional, and non-functional requirements; and ensuring the development and documentation of comprehensive business cases to assess the costs, benefits, and ROI of proposed solutions.
• Drives the development and implementation of long-term business initiatives, systems, and/or processes to a desired future state by maintaining a expert understanding of how current processes impact business operations across multiple domains; developing and leveraging stakeholder partnerships to identify the operational needs and impact of requirements on upstream and downstream solution components; providing options and recommendations to executive management and business stakeholders on how to integrate solutions and deliverables with current systems and business processes across regions and domains; overseeing the identification and validation of value gaps and opportunities for process enhancements or efficiencies to ensure future growth; and overseeing the establishment of appropriate governance and workgroup infrastructures to accomplish growth outcomes.
• Drives the management of complex, cross-functional projects and/or programs by ensuring the coordination of appropriate stakeholders; influencing the assembly of teams and resources based on project needs and team member strengths to determine the future direction of KP; defining the standards for the development, analysis, and  management of project/program plans; negotiating and influencing the coordination of project/program scope, schedules, and resource forecasts; managing project financials and deliverables; proactively monitoring and identifying project/program/business initiative risks, issues, and trigger events which may impact long-term organizational business directions; developing and implementing mitigation plans and strategies; and resolving risks or issues as appropriate.
• Oversees the proactive monitoring and identification of client, project, program, and/or business risks, issues, and trigger events by monitoring the development of mitigation plans and strategies; and resolving risks or issues as appropriate.
• Champions change management plans associated with business initiatives by leveraging and developing key stakeholder relationships to obtain support and buy in for changes; partnering with executive management, project/program champions, and business owners to communicate and align improvement initiatives to guide long-term business strategy; and empowering stakeholders to embrace a change management mindset, understand intent and purpose, and foster a culture of change.
• Oversees team members in the assessment of strategic performance metrics to support business initiatives by leveraging partnerships with data analytic teams to ensure the translation of business requirements into analytic specifications; providing advice on appropriate data analysis tools and approach to assess performance; providing advice on suitable data gathering and analysis methods (e.g., process observation, hard data, etc.); defining data requirements and obtaining customer agreements, including customer requirements as appropriate; and forecasting and alleviating risks through data-driven analysis.
• Championing continuous learning and professional development by establishing industry practices, standards, and benchmarks; attending and presenting at roadshows, conferences, and speaking events; determining the direction of ongoing and future enhancement and innovation of clinical consulting practices, standards, and methods across KP; serving as an advocate to ensure continuous learning and improvement is championed as a people strategy; providing training and guidance to stakeholders as appropriate; and providing ongoing coaching to build a continuous improvement mindset and build capabilities that drive results.
• Oversees vendor management as required by proactively monitoring vendor performance levels across KP; overseeing the management of vendor invoices; and partnering with Procurement, Legal and/or clinical leadership to develop service level and/or scope of work agreements as appropriate.
• Monitors and takes accountability for the compliance of teamwork activities by ensuring business plans and team members adhere to KP, departmental, and/or business line policies and procedures.

Basic Qualifications:
Experience
• Minimum six (6) years supervisory experience managing direct reports. 
Education
• Bachelor's degree from an accredited college or university and minimum twelve (12) years experience in consulting, project management, data analytics, operations or a directly related field OR master's degree in Business Administration, Public Health, Health Services Administration, or related field and minimum ten (10) years experience in consulting, project management, data analytics, operations or a directly related field OR in lieu of the degree requirement, minimum fifteen (15) years experience in consulting, project management, data analytics, operations or a directly related field.

WORK ENVIRONMENT: 


General office environment: Work is generally sedentary in nature but may require standing and walking for up to 25% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.

• Six (6) years experience developing and delivering executive communications.
