Description:
Job Summary:

This position will provide leadership, coordination, and oversight of Kaiser Permanentes regulatory engagement strategy with the California Office of Health Care Affordability (OHCA). The role is comprised of both internal and external leadership. 
Advocacy:  Develop proactive alliances and collaborative relationships with OHCA, the Department of Health Care Access and Information (HCAI), the California Health and Human Services Agency (CHHS), and members of the OHCA Board and advisory committee. In consultation and close partnership with internal leaders and subject matter experts, this person will be responsible for ensuring successful advocacy for OHCA regulations, guidance, and policies that align with KPs position and interests. This will require external engagement with agencies as well as stakeholder and trade associations to advance KPs regulatory policy agenda on matters under the jurisdiction of OHCA. Leadership/Coordination/Oversight: The person in this position must possess exceptional project management skills to ensure regular collaboration with key leaders and stakeholders in California and across the enterprise to ensure KPs policy priorities are efficiently developed and effectively carried forward.  This work includes but is not limited to efficiently driving cross-functional teams to ensure a coordinated and consistent approach across workstreams engaged with OHCA, ensuring workstreams deliver timely including proactively identifying risks and mitigation strategies, resolving issues, and escalating as required via ongoing reporting.

Essential Responsibilities:

  • Accountable for the relationship with OHCA, including its staff, advisory committee, workgroups and appointed board members, advocating for KPs position on proposed policy changes.
  • Represent KP with OHCA through accurate and persuasive public and private communication and negotiations. Educate OHCA staff and board members about KP and the impact of its proposals on KP.   
  • Develop and maintain effective relationships with relevant state officials, key executive branch staff, trade associations and other groups of importance to advance KPs advocacy efforts.  
  • Manage and coordinate multiple internal OHCA-related workstreams.  
  • Closely coordinate across both Government Relations and Enterprise Regulatory Services to ensure alignment and consistency around policy and advocacy priorities, communication with executive branch and other regulators, and necessary legislative engagement.
  • Closely coordinate with operations, finance, actuarial services, IT, medical groups and others to ensure OHCA data reporting requirements are met in a timely and consistent fashion.
  • Partner with other line of business leaders, particularly strategic accounts, CalPERS and exchange functions to ensure alignment on data submissions, strategy and advocacy goals.
  • Manage intake and gather internal feedback around new OHCA policies and/or regulatory changes impacting KP and ensure KP provides timely written or verbal public comments as necessary.
  • Participate in or recruit internal representatives for OHCA committees and/or workgroups and track contributions and outcomes.
  • Advise Program Offices, regional leadership and the Permanente Medical Groups on OHCA activities and policymaking pertinent to their operations. Produce regular updates of OHCA activities for senior leaders and accountable executives.  
  • Document, frame and escalate issues requiring decisions by regional leadership, functional partners, or executive owners. Ensure critical risks/issues are managed, resolved or escalated.  
  • Participate in communities of practice and/or other strategy or implementation teams around cost growth/spending target implementation efforts across the enterprise.
  • Facilitate successful handoff of new policies or regulations to legal, implementation and other accountable personnel to ensure compliance.
Basic Qualifications:
Experience

  • Minimum ten (10) years experience in legislative, regulatory or executive branch experience, to include direct experience with the legislative and/or regulatory process with a bachelors degree, OR
  • Minimum eight (8) years experience in legislative, regulatory or executive branch experience, to include direct experience with the legislative and/or regulatory process with a masters degree,
  • Minimum Five (5) years management experience, with direct reports.
Education

  • Bachelors degree in business administration, political science, health care/public administration, public policy administration, or a related field required.
License, Certification, Registration

Additional Requirements:

  • Possess an understanding of health policy, the health care market, business acumen and basic operations of the KP organization.
  • Possess excellent communication skills, executive presence, as well as stakeholder engagement and coalition building ability.
  • Possess critical thinking and strategy development skills, strong relationship management, project management skills, and leadership qualities.
  • Ability to use an in-depth knowledge of KP and its operations, including principles, philosophies, policies and organizational structure, necessary to advocate independent of supervision.
  • Have a professional and personal reputation that is characterized by integrity and credibility and be comfortable advocating KPs values and mission.
  • Knowledge of and experience with health care issues, including direct experience with health care policy analysis in general and demonstrated ability to advocate on health care issues in the legislative and/or regulatory context.
  • Ability to communicate well under pressure with tact and diplomacy, with respect for alternative points of view, including ability to communicate well under challenging circumstances in the public domain.
  • Minimual travel, primarily to in-person OHCA meetings in Sacramento, with other stakeholders as appropriate or internal KP meetings..
  • Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications:

  • Minimum eight (8) years management experience, with direct reports.
  • Knowledge of and experience with Kaiser Permanente.
  • Established relationships with relevant agency and departmental staff and OHCA board members
  • Knowledge of and experience with state board public meeting requirements, e.g. Bagley-Keene
  • Masters degree in business administration, political science, health care/public administration, public policy administration, or similar field.
