Job Summary


The Director of Research Contracting Management manages the KFRI research contracting function in compliance with KP policies and procedures, federal and State law and other applicable requirements.  The Director of Research Contracting Management supervises contracting personnel, and manages contract development, negotiation, execution and processing, and tracking of KFRI’s contracting function workload, prioritization and execution.  The Director will collaborate with regional research leadership in research contracting, including the promotion of best practices in research contracting across the KP research program.    



Essential Responsibilities


• Ensures research contracts are negotiated and executed in accordance with the terms of federal regulations, KP policies and procedures, and other applicable requirements.


• Manages the KFRI contracting team comprised of contracting professionals, negotiators, analysts and administrators.


• Manages contract development, processing, tracking, and management of contract workload, prioritization and execution.  Establishes operational objectives and work plans, and delegates assignments to individual contributors.


• Maintains current knowledge of Office of Management and Budget (OMB) and other federal and state regulations and industry best practices related to contracting for research and recommends changes to policies and procedures as necessary.


• Develops and maintains contract standards & document templates.


• Responsible for contracting operations related to federal research contracts and privately sponsored research agreements, as well as subcontracts associated with the foregoing.    


• Serves as liaison and support to regional research center with contracting questions.  Provides support and guidance regarding contract legal terms and conditions. • Works collaboratively with multiple internal and external customers to assess and coordinate revisions to contractual documents. This involves researching business practices, seeking legal and regulatory reviews of concepts, and soliciting approvals.


• Analyzes and reports contracting performance data to KFRI senior management and customers.


• Develops standardized approaches related to key contracting processes. 


• Participates in the long-term strategic planning and direction setting of the KFRI contracting function.


• Participates in the development of overall functional objectives and Kaiser Permanente goals for the KFRI contracting function.

Basic Qualifications:

Experience


  • Minimum eight (8) years related management experience required.

  • Minimum twelve (12) years directly related experience, to include a minimum six (6) years related experience in Finance required.

  • Minimum ten (10) years directly related experience in contract, procurement, negotiation, ERP and project management required.


Education


  • Bachelors Degree in Business, Finance, Accounting, Management Science, Contract Administration, Procurement or a related field required.


License, Certification, Registration


  • N/A


Additional Requirements:


  • Expert knowledge of own area of functional responsibility and advanced knowledge of multiple related functions.

  • Must be able to work in a Labor/Management Partnership environment.



Preferred Qualifications



  • Ten (10) years related management experience.

  • Twelve (12) years related experience in project management, contract, procurement, ERP and negotiation.

  • Master’s degree in business, Finance, Accounting, Management Science, Research Administration, Procurement or a related field.

  • Advanced knowledge of Federal Acquisition Regulations, Uniform Guidance, NIH policies, and current issues in sponsored research administration.

  • Certificate in Research Administration (CRA)
