As assigned by Department Manager, responsible for managing, delivering and evaluating a specific service(s) within a larger psychiatry or treatment program and/or for leading a specific unit or discipline within a multidisciplinary staff of clinical professionals. In a large Behavioral Health Care department managed by a Service Area Director or Medical Center Director of Psychiatry/Addiction Medicine, the Assistant Manager is responsible for assisting the Director by managing the planning, development, delivery and evaluation/ improvement of a psychiatry program(s) ( i.e., a coordinated continuum of services which are organized and accountable for both clinical and business/financial outcomes and for results in the short- and long-term).
- Directs clinical staff and manages the daily clinical operations of services in a specific unit or discipline having a multidisciplinary team of clinical professionals.
- Creates collaborative work environment by fostering teamwork and joint problem solving.
- Manages and administers a specific program(s)or clinical service(s) consistent with the objectives of the department and the overall vision, mission and goals of Behavioral Health Care and Kaiser Permanente.
- Recommends personnel for recruitment and hiring.
- Supervises, evaluates and disciplines staff within the unit or discipline.
- Fosters professional development activities among staff supervised.
- Facilitates inter-unit or inter-discipline collaboration for the improvement of care delivery systems and enhanced customer satisfaction.
- Integrates and links assigned service with other departmental and Behavioral Care services/programs, as well as with organizational/strategic goals and objectives.
- Maintains positive relationships with key referral sources and consumers and purchases/ payers.
- Implements continuous quality and performance improvement systems and processes which enhance the ability to meet to stakeholder and customer needs.
- Evaluates programs/services in terms of established performance/clinical measures and/or outcomes; identifies and develops best practices.
- Participates in strategic and focused planning efforts at the departmental level consistent with the achievement of established departmental accountabilities.
- Achieves cost-effective operation for assigned functions/services through the monitoring of budget and expenditures.
- Assures customer satisfaction through periodic, ongoing customer input, investigation of complaints and resolution of customer problems.
- May include responsibility for a clinical caseload (less than 50% of working time.)
- Minimum three (3) years of clinical experience in psychiatric/mental health treatment program, including supervisory experience.
- Masters degree in professional discipline/area of practice (such as but not limited to clinical psychology, behavioral science, counseling, social work, nursing mental health clinical specialty) required.
- Licensed Marriage and Family Therapist (California) OR Psychologist License (California) OR Registered Nurse License (California) OR Licensed Clinical Social Worker (California) OR Licensed Professional Clinical Counselor (California)
- Knowledge of regulatory standards/requirements.
- Knowledge of community organizations, referral resources.
- Demonstrated interpersonal skills and communication skills.
- Must be able to work in a Labor/Management Partnership environment.
