Job Summary:

Under the general supervision of the Assistant Director / Director of Laboratory Services, this position is responsible for the organization, planning and management effectiveness of all Technical and Administrative functions of the CMC and specific medical facility testing laboratories in the Georgia Region. This position evaluates and determines the laboratory testing to be offered along with methods and instrumentation to be utilized in the operation of the facility laboratories. Responsible for the management and cost-effective use of the $2.5 million operating budget. Responsible for staff recruitment and leadership development for a team of laboratory staff while also providing direct technical oversight of all testing and quality needs for these facilities. Selection and management of  laboratory technical leads and supervisory staff. Maintains consistency in laboratory operations and associated testing processes across all medical facility testing laboratories within their service area. This position is responsible for creating an environment where superior testing personnel can be recruited, developed and maintained ensuring a leadership and technical internal talent pipeline. Collaborates with and incorporates best practices from counterparts from other Kaiser regions and area hospital laboratories. Responsible for ensuring that the facility testing laboratory facilities are operating in full compliance with current state and federal licensing regulations.


Essential Responsibilities:


  • Manages the day to day professional, technical, and clerical activities of the department, consistent with organizational goals; Supervises assigned staff. This includes interviewing, selecting, evaluating, counseling, disciplining, and terminating in conformance with EEOC guidelines and personnel policies of the organization.

  • Responsible for budget preparation, including capital equipment and FTE allocation, entering budget data and capital business cases.  Proposes Budget to Director of Laboratory Services and closely manages payroll and non-payroll costs to ensure that the labs consistently operate within budget.  Provides justification for over budget expenses of assigned facilities or activities and makes necessary changes/adjustments for budget control.  Continually seeking ways to reduce costs without compromising laboratory quality or service.

  • Responsible for interviewing, hiring, managing performance and terminating staff or approval of these decisions.  Ensures that all staff are oriented and trained and complete required continuing education.  Responsible for counseling, coaching and leadership development for department leaders.  Develops staffing model for assigned facilities or activities within budget.  Provides leadership for process improvement efforts.  Collaborates on common department goals and facilitates individual goal setting, providing or approving performance assessment, review of progress and performance appraisals.  Participates in succession planning.  Consistently evaluates new testing and testing methods applicable to the facility testing laboratories based on quality, service and cost and recommends testing changes to the Assistant Director / Director of Laboratory Services.

  • Responsible for communication of new and updated policies and procedures to staff.  Ensures any deviation from expected results for quality control and proficiency testing is addressed and a plan for correction is developed and executed.  Works closely with the Laboratory QA Manager and Pathologist to ensure that all facility testing laboratories are in full compliance with all federal and state regulatory requirements Responsible for assigned facilities state and internal DHR survey performance and action plan for deficiencies.  Responsible for new/annual renewal applications for laboratory licensure for assigned facilities.  Partners with Facility Administration and clinical leadership across the region to identify and correct quality and service issues.  Responsible for the Standardization of Technical and Administrative functions of the ACC/CMCs and medical facility testing laboratories in the Georgia region. Oversees the integration of SOPs, laboratory training and competency process for the ACC/CDU and Testing Facility laboratories.  Ensures that a structure exists where all staff are properly oriented and trained and complete required continuing education.   Continue to refine communication process to all lab employees regarding important laboratory changes and updates.

  • Ensures member satisfaction scores show continuous improvement toward established goals at CMC and testing laboratories by closely monitoring member satisfaction results in each laboratory and interceding when a problem is identified.

  • Represents the laboratory in assigned facilities leadership group, communicating new information and changes, soliciting assistance with resolution of inter departmental issues. Works closely with other Clinical and ancillary managers/supervisors to improve consistency of laboratory operations.  Marshalls support for laboratory strategies/initiatives in assigned facilities.  Collaborates with and incorporates best practices from counterparts from other Kaiser regions and area hospital laboratories.

  • Participates in organizational committees, task forces and/or unit-based teams.

Basic Qualifications:
Experience


  • Ten (10) years of MT/MLS experience.

  • Five (5) years previous supervisory experience.

Education

  • Bachelors degree.
  • High School Diploma or General Education Development (GED).
License, Certification, Registration
  • GA Dept HR CLIA MT MLT Grnfthr OR Medical Technologist Certificate OR Medical Lab Scientist Certificate OR American Medical Technologist Medical Technologist Certificate OR American Board of Bioanalysis Medical Technologist Certificate
  • Basic Life Support required at hire
Additional Requirements:

  • Working knowledge of laboratory instrumentation, systems and processes.
  • Working knowledge of Laboratory Information Systems, Microsoft Office and Excel.
  • Working knowledge of State and Federal laboratory regulations.
  • Highly effective interpersonal, written & verbal communication skills.
  • Demonstrated leadership skills and proven ability to develop supervisory staff.
Preferred Qualifications:

  • Five years of supervisory experience in a multi-campus organization.
  • Masters degree in business administration or health care administration.
