Description:
Salary Range: $50.67/hour - $65.52/hour


Job Summary:

Manages the activities of a specialized area at the Regional Reference Laboratory. Serves as a subject matter expert and acts as the technical resource for the region in designated specialized area.  Responsible for the design and oversight of effective laboratory operations including accountabilities for quality of care, quality of patient services, cost effectiveness and supervisor/employee/MD involvement and competence. Accountable for creating a culture of compliance, ethics and integrity.



Essential Responsibilities:


  • This position, knows and complies with all Kaiser Permanente quality, safety, and emergency policies and procedures. Demonstrates quality and effectiveness in work habits and clinical practice in every interaction with patients, colleagues, providers, and leadership. Ensures patient safety in the preparation and provisioning of care related to but not limited to medications, procedures, infection prevention, fall prevention, including consistent use of two patient identifiers and procedural time outs. Reports safety hazards, accidents and incidents, and unsafe working conditions promptly.

  • Monitors laboratory work to ensure established technical quality standards are in compliance.  Monitors laboratory customer services from a global perspective, e.g., service delivery model.  Ensures departmental compliance with all regulatory requirements including, but not limited to, CAP, CLIA, OSHA and CMS.

  • Manages assigned staff. This includes interviewing, selecting, training, motivating, evaluating, counseling, disciplining and terminating in compliance with EEO/AA goals and personnel policies of the organization.

  • Responsible for and monitors departments performance on key indicators to include affordability, quality and service.  Manages department and area based budgeting and identifies initiatives and sets priorities to best manage per member per month (pmpm) costs.

  • Serves as the technical expert for area of responsibility for the regions laboratory staff and providers.  Implements new methodologies and instrumentation in keeping with technological advances in laboratory medicine.

  • Develops and manages operational and business objectives of the various functions of the Regional Reference Laboratory ensuring consistency with organizational goals while maintaining CAP/CLIA accreditation.

  • Assists in the development of metrics and goals that ensure that the Laboratory is operating efficiently with high quality and service levels.  

  • Maintains current information and knowledge of all applicable Kaiser policies, local, state and federal laws and regulations, and accreditation standards.  Ensures that the training activities incorporate all applicable KP policies, local, state and federal laws and regulations, and accreditation standards.  Participates in facility planning projects, quality/compliance and training initiatives, and Laboratory strategic planning.

Basic Qualifications:
Experience


  • Minimum three (3) years of experience in the designated specialized area of the laboratory.

Education

  • Bachelors degree in medical technology, healthcare administration or related field.
License, Certification, Registration
  • Medical Lab Technician Certificate from American Society for Clinical Pathologists
  • Medical Technologist Certificate from American Society for Clinical Pathologists
Additional Requirements:

  • Working knowledge of clinical computer systems, PC computer skills.
  • Broad knowledge and understanding of health care delivery in an ambulatory setting; technical and quality assurance issues related to all areas of health care, especially Laboratory services.
  • Highly effective interpersonal skills are required in building programs to support and maintain medical staff, administrative and community relationships.
